Al Qaeda hasn’t launched a successful attack in the West since 2005, ISIS has lost its headquarters in Mosul, and the U.S. remains relatively safe from “foreign fighters.” That’s the bright side. On the other hand, six lethal attacks have killed 74 over the past three years, ISIS continues to recruit followers online, and the conditions that give rise to terrorism haven’t abated.
